Personally, I would prefer not to see a set of 'rules'. This isn't some kiddie place (unlike a couple of the forums I moderate). It's mainly peopled by adults with a sense of responsibilty and a built-in knowing of what is right and wrong - the average age of a psg player is not 16!! Besides which, it's my observation that, even if you do publish rules, nobody will actually bother to read them. This is supported by long experience of many forums and mail-lists where it is patently obvious that a poster has not done so.
The secret is to let people use their own judgement, but jump quickly on anyone who goes beyond what the majority of us would consider acceptable - as was done in this particular instance. I moderate a forum wih no rules, but constant moderator coverage (there's more than one of us) and it works a charm with very few problems. I see no reason why this should not be the same.
