WY-SEA-KI Double Twin Neck Lap Steel Both necks on?

Hello there
I have just bought a WY-SEA-KI Double Twin Neck Lap Steel. Lovely to play and all good. But I cannot have both necks on at the same time. The pick up selector switch has a middle position, but both are off when it's positioned there. Is this a fault, or just how it works?
