John, unfortunately it can't be made any easier at this end :(

The file size limit is in place to make browsing the forum quicker and to reduce the bandwidth used - if there was no limit images would be attached at 5Mb+ straight from digital cameras, take ages to load for visitors and eat up chunks of forum bandwidth.

But you have discovered another way of doing it - just resize using Outlook Express as you describe then email the small image(s) to yourself :) Because it's so simple there are no options, so you're stuck with the 640 pixels it reduces images to, but that's perfectly OK to attach to posts.

I don't know why you guys don't use the inbuilt image manipulator already in your computer.

It's called 'Paint', and resizing is a piece of piss.

Right-click on the photo, then left-click on 'Edit'

The photo should open up in 'Paint'

Look at the top toolbar and left-click on 'image'

Left-click on 'stretch-skew'

Alter horizontal and vertical values to whatever percentage value will reduce the image to the desired size

Left-click on 'OK'

Left-click on 'File'

Left-click on 'save as' and give the photo a name,
also scroll down the 'Save as type' box until you see the jpeg setting.

Left click on 'jpeg', then left-click on 'save'

Ahem! That was the second option I listed on my first post

EDIT: Seems no longer available, maybe try Image Resizer for Windows instead.

It doesn't matter much now, but for this problem clicking on the paperclip (at the top right of the email in the preview pane of Outlook Express) allows you to save the attached images to wherever you like.
