It looks like my old steel has been under the weather a bit
The middle pedal should be attached to the raise hole in strings 3 and 6. (see arrow on photo)
Two of those spare rods will be the ones to use.
It looks like the tuning adjuster screws have broken off, which is not good news.
The second string is usually lowered a tone, on the right knee lever moving to the right (RKR)
The 9th string is lowered a half-tone on the same lever.
I think that you might have to take the changer to pieces, and swap the 1st and 7th fingers for the 2nd and 9th.
The 'C' pedal (the one nearest the end of the steel) should be connected to the 4th and 5th strings.
I don't think I had it connected up when I owned the steel, so perhaps it has stayed that way.
