Yeah, got it Matthew. I hope you don't mind but my personal reply to you is probably of some interest here also, so I'm reproducing the relevant bits of the nitty gritty and omitting the flotsam and jetsam of my meanderings in the litany length PM reply..
I tab definitive steel guitar instrumentals and I don't do pedal steel tabs except to special order, as there are very few Pedal steel instrumentals (and the ones there are are quite tricky to transcribe accurately.)
The E13th you're using is good for most types of music, I play that tuning regularly and it's one of my basic 4 that I favour.

As for what keys do I write tabs in, I write in the key of the original version that I'm transcribing. I write tab in whatever tuning the original is in, but obviously I can write tab in any tuning because I play in nearly all of them, what I don't do is steel guitar tabs of songs.
BUT, I do write tabs of the fill-ins and solos on specific songs, but again I limit that to mainly non pedal ones.

I mainly transcribe note for note string for string and nuance for nuance from an established players version.
Occasionally I find a Hawaiian tune that hasn't been tabbed and I write a version in my own styling.

As a 'For Instance' I've tabbed this tune in the latest issue of Aloha Dream:-
Specifically it's VERY Hard to play the harmonics section, but with the tab at least you've the road map, if not the Ferrari to go with it..
(If you can play the 17th fret third string triple octave harmonic that finishes that section, then you've nailed it.)
