I will look for more information about the EU vat program. but until then these are the rules in Finland. unfortunally its not my fault

From that document: -

The test case started on 1 June 2013 and is foreseen to end on 31 December 2014. (It may however be suspended or stopped earlier or extended, depending on the circumstances.)

So may be ended. I setup e-commerce sites for clients who sell between EU states and I'd never heard of the system. That's not to say it wasn't a success, or that it didn't get extended, but it was certainly a well kept secret!
