Can't Tune Pedals To Raise To Correct Pitch Same With levers

I have a Bennett S-10. 3 x 4. I have tuned all the open strings to the correct pitch. But the pedals do not raise the strings to the correct pitch, nor do the levers raise or lower the pitch correctly.
I contacted John Davis, he very kindly sent me of those tuning knobs and advice on how to alter the pitch of the strings. I tried, several times but still no luck getting the correct pitch. Have attached photo of end of guitar.
Any help, advice much appreciated.

Hi John,
You will recall I came up on the bus with a little sack barrow to collect it when I bought it from you. I would prefer to avoid doing the bus journey again, if possible, though would be nice to see Tammy again;)

Could it be overtuning ?
At the end of the guitar slacken back all the plastic adjusters so that none of them are pulling or slackening any string.
Now retune the guitar at the keyhead and start again tuning the plastic pulls and lowers at the end adjusters,

So I only slacken off any adjusters that are pulling, or slackening a string, the rest I leave alone? Thinking if I mess with them, might affect the balance of the mechanism.
When I hear back from you, will have a go adjusting,, within the next couple of days. Long way to go from Swindon using my bus pass to Johns in St Notts, with a S-10 case, strapped to a small foldable sack barrow :)

Billy is 100% right as always and a man with a tuning wrench who knows not what is a dangerous man indeed give me a ring and I will talk you through it.

Cannot quite understand why You have plastic tuners at the end[late which do not raise or lower a string, all endplate tuners are designed to raise or lower a string .After slackening the plastic nuts off, check each string individually by activating a pedal or lever and make sure the string is not raising or lowering in pitch.
It would be very beneficial to give John Davis a call.the spoken word is definately easier to understand than the written word.
