Building, restoration, repairs, set-up, tweaking....in here!

It's around 35 years since I last had to do this -- that is, where to start with positioning the pull rods in the bell cranks.
The bell cranks have 4 holes as in the photo.
I'm guessing a starting point may be the second bottom hole for the whole tone raises and the second top hole for the half tone raises and lowers???
Any suggestions from you knowledgeable guys out there will be appreciated.
Thanks in advance,
Jim.

use holes closest you can get to the axles and still get the required amount of movement to do their job.... the thinnrr strings require more movement so they will not be happy on the lower holes....
