You got it right first time Bob. Looking at the limitations of a bog standard Maverick, there are decisions to be made on what string pulls to dispense with and what ones to add. Certainly as you have demonstrated, the C pedal is not critical. However, I do believe that the raising of the top E string to F is indispensable, so to get this I would put a Sho~Bud half stop bracket on the 4th string raise, and have a lever taking the E to F#. The 7th string raise to G# has become an important move for me (gives a lovely Maj7 with A&B pedals), and combined with the first string to either G or G# would make sense. The 2nd string lower to C# with a half stop plus the 9th string lower would also make sense. It boils down to what changes are chord changes and what are lick changes. Chord changes should take preference in my my view.
Here is a set up that I would put on a Maverick that has 4 levers. It might be controversial, but I would take the pulls off of the A or 1 pedal and just use 2 floor pedals.
