Tuning A Bennett S10 3 Plus 4

I've tuned all the open strings. But the pedal raises are off, same with the LNL RNL raise and lower.
I was advised not to attempt altering the pitch of pedals and levers, as could mess up the sensitivity, tension, adjustment of the mechanism. And so should seek the advice of someone in the know.
Any help advice, much appreciated.
