I say, I say, I say! I've never seen a pedal steel with knobs on before

'Scuse my ignorance, but would these be tone controls for both necks? They also seem to be situated in a very precarious position, should the guitar ever come to rest with that end down.

Sho- Bud , ZB steel all came with them.
