Hi Geosteel, welcome to the forum and the pedal steel guitar. There's people on the forum who have better knowledge than me but I'll kick if off. If you could post some photos especially the underside and the tuning pegs that would be really helpful. I have never heard of a White PS, so have no knowledge of the mechanics. However, most modern steels have a selection of slots on the cranks on the crossbars where the pull rods are attached to. To get the best pull on the changer it is a case of the slot the pull rod is in the crank and which hole the rod goes into on the changer finger. The ideal match up means that the tuning pegs will not need to be either screwed right up or slackened right off as in your case. There are other factors such as how hard or how easy it is to depress the pedal, it's all a bit of a trade off.
Anyway, without photos it's difficult to make any suggestions, the steel may be a pull/release not an all pull system as I was describing above and that's a different kettle of fish altogether.
